BACKGROUNG

Shaping the Future of Disaster Resilience

We are redefining how we predict, prepare for, and mitigate
multi-hazard risks—building a safer, more resilient future for all. 

The Global Partnership for Smart Informatics and Multi-Hazard Reduction (SIMR) is an international initiative transforming disaster risk reduction (DRR) through cutting-edge informatics and global collaboration. Launched in September 2023 by the UNESCO Chair in Informatics and Multi-Hazard Risk Reduction at Loughborough University, UK, and the State Key Laboratory of Geohazard Prevention and Geoenvironment Protection (SKLGP) at Chengdu University of Technology, China.

The digital revolution—driven by high-performance computing, AI, big data, and digital twins—offers an unprecedented opportunity for DRR. These technologies enable real-time monitoring, predictive modelling, and proactive disaster management, strengthening global resilience.

Natural hazards displace millions and cause economic losses of hundreds of billions annually. Climate change and urbanisation are intensifying these risks, creating complex, cascading threats that challenge conventional DRR approaches. While global frameworks like the Sendai Framework and UN Sustainable Development Goals (SDGs) emphasise resilience, critical gaps remain in understanding multi-hazard interactions and systemic risks—particularly as their recognition shifts in response to evolving geopolitical dynamics. Addressing these challenges demands new paradigms, advanced technologies, and transdisciplinary collaboration.

Bylaws

Our school aims to provide high-quality education and cultivate well-rounded students. The constitution stipulates the organizational structure of the school, including the principal, teachers’ committee, and parents’ committee, and clarifies the responsibilities and powers of each body. It emphasizes academic integrity and freedom, safeguards the rights and interests of teachers and students, and establishes a fair evaluation and reward-and-punishment mechanism. At the same time, the Articles of Association stipulate financial management principles to ensure transparent use of funds. It defines the recruitment, training, and evaluation standards for teachers to ensure the quality of teaching, and establishes a student counseling and mental health support system. The financial management rules include budget preparation, approval procedures, and audit requirements. In addition, campus safety, environmental protection, and emergency response measures are also stipulated to ensure campus harmony and security. Through the constitution and regulations, our school is committed to providing students with a high-quality educational environment and promoting their comprehensive development.
